Biden Issuing Executive Order to 'Reduce Gun Violence and Make Our Communities Safer'

(CNSNews.com) – President Joe Biden apparently plans to make gun control a campaign issue, even if he doesn’t have the votes to pass more gun control laws.

On Tuesday, Biden will announce an executive order intended to control the availability of guns as much as he can without going through Congress.

He’ll make the announcement in Monterey Park, California, where 72-year-old Huu Can Tran shot and killed eleven people with a semi-automatic pistol in January, during Lunar New Year celebrations.

According to a White House fact sheet, Biden’s executive order aims to:

— increase the number of background checks by “ensuring that all background checks required by law are conducted before firearm purchases, moving the U.S. as close to universal background checks as possible without additional legislation.”

— hold rogue gun dealers accountable by directing the Attorney General to publicly release ATF records from firearms dealers cited for violation of federal firearm laws.

— encourage the independent Federal Trade Commission to issue a public report analyzing how gun manufacturers market firearms to minors and how such manufacturers market firearms to all civilians, including through the use of military imagery.

— accelerate the reporting of ballistics data by requiring law enforcement to make “timely submission” to the National Integrated Ballistics Information Network, making it easier for investigators to connect multiple crime scenes and catch shooters.

— “accelerate and intensify” implementation of the 2022 Bipartisan Safer Communities Act (see below) by directing federal agencies to send a report to him, within 60 days, on progress toward full implementation, including increasing public awareness and use of the resources made available by BSCA.

— improve federal support for gun violence survivors, victims and survivors’ families, first responders, and communities affected by gun violence. This includes mental health care for grief and trauma; financial assistance (for example, when a family loses the sole breadwinner or when a small business is shut down due to a lengthy shooting investigation); and food (for example, when the Buffalo shooting closed down the only grocery store in the neighborhood).

— advance congressional efforts to prevent the proliferation of firearms undetectable by metal detectors. President Biden is directing the Attorney General to help Congress modernize and make permanent the Undetectable Firearms Act of 1988, which is currently set to expire in December 2023.

President Biden continues to insist on passage of an “assault weapons” ban, a blanket term that could cover many of the firearms sold in this country. But with a Republican-controlled House, that is unlikely to happen in at least the next two years.

Biden also wants Congress to ban “high-capacity magazines,” require background checks for all gun sales, including private sales between individuals; pass “safe storage” laws, and repeal gun manufacturers’ immunity from liability, something that would put gun makers out of business by driving them into bankruptcy.

The 2022 Bipartisan Safer Communities Act, which Biden signed in June, funds red-flag laws, which are intended to confiscate guns from people deemed to be a danger to themselves or others.

The law bars gun ownership by people convicted of assaulting their girlfriend/boyfriend; it requires enhanced background checks for would-be gun buyers ages 18-21; and it makes gun trafficking and straw purchases distinct federal crimes for the first time.
